There is a suggested new policy currently open for discussion, comments and suggestions for changes.
So, at some wikis there is a distinction made between "guidelines" and "policies". In most cases, policies are strictly enforced, but guidelines are more of the nature that you will be harassed or urged to follow them, but with little or no penalty if you do not.
Just something to think about. I mention the distinction because some behavioral guidelines involve behavior outside policy. This one seems more like an overall set of guidelines involving policy, but with administrative responses mixed in.
I think I'd call all of this policy. I'd place people's behaviour towards each other as equal importance to the edits they make. I'd expect this to be enforced just as strictly as the policies we have about content (not that I'm planning on enforcing any of them particularly strictly). Unless I'm misunderstanding?
We could always rename it "Behaviour policy", perhaps.
