I agree. Even though Tom did have a choice, she spent most of the episode taking every chance to comment on how uncomfortable he must be at the party to get him to feel more comfortable around her. She bought him a large whiskey right before he went to bed, which even he commented was still quite big and then she snuck up to his room to discover if he was awake to spend more time with him. If it was the other way around, and it was a man bringing large glasses of alcohol to a young woman whose room he later sneaks up to, it would probably be seen as much worse. It's just not a very decent thing to be doing to a widowed father!! He obviously regrets it next week so I hope it is quickly resolved for him and he doesn't get in too much trouble!!
